European Programme for the Upper Rhine Region

Interreg is a European programme implemented at regional level for regional stakeholders, which has been funding cross-border cooperation initiatives in the Franco-German-Swiss Upper Rhine area since 1989.

The Interreg Upper Rhine programme forms part of the European Union’s cohesion policy, specifically under the objective of European territorial cooperation. This objective is structured around three types of cooperation: Interreg A, B and C. Interreg Upper Rhine is a cross-border cooperation programme (Interreg A) covering the Franco-German-Swiss border region. This cooperation is delivered within the framework of European regional policy, which is the European Union’s main investment policy. Its aim is to reduce economic, social and territorial disparities between regions.

This policy is funded through the European Structural and Investment Funds (ESI Funds), including the European Regional Development Fund (ERDF), which supports programmes like Interreg.

Inventory of Interreg Upper Rhine Projects in the Fields of Climate, Energy and Mobility for the 2021–2027 Funding Period

The Interreg VI Upper Rhine programme currently covers the 2021–2027 period and is a well-established instrument supporting cross-border cooperation. This programming period aims to make the trinational Upper Rhine region greener, better connected, more socially inclusive, more innovative, and closer to its citizens.

This document presents projects relating to climate change, the energy transition, and environmental protection supported by the Interreg VI Upper Rhine programme. Although these projects vary in form, they all contribute to the implementation of:

  • “Priority A: Toward a greener cross-border region: Favor the adaptation to climate change as well as the energy and the ecological transitions in the Upper Rhine.”
  • The “2030 Strategy of the Trinational Upper Rhine Metropolitan Region” (22 November 2019), with Objective No. 1 focusing on environment, climate and energy.

Inventory of Interreg Upper Rhine Projects in the Fields of Climate, Energy and Mobility for the 2013–2021 Funding Period

INTERREG programmes, launched by the European Union in 1989, provide funding for cross-border projects across the Union, including in the Upper Rhine region. The following document offers an overview of INTERREG projects in the fields of climate, energy and sustainable mobility since 2013, contributing to the implementation of the “2030 Strategy of the Trinational Upper Rhine Metropolitan Region”. It lists 45 projects: 22 in the field of climate and energy, and 23 relating to transport and sustainable mobility.

TRION-climate, the Franco-German-Swiss network of energy and climate stakeholders, was founded as a result of two INTERREG projects led by the Freiburg Regional Authority on behalf of the state of Baden-Württemberg within the framework of the Upper Rhine Conference:

  • 2010–2013: Establishment of a trinational energy network in the Upper Rhine
  • 2013–2015: Working together to accelerate the energy transition in the Upper Rhine
